A. CONVOCATION:
1. The Canadice Town Board Meeting was held on April 9, 2012 at 7:30 pm at the Canadice Town Hall.
2. Roll call showed the following-

Others Present: Three (3) guests/residents attended the Regular Town Board Meeting.

4. Approval of March 12, 2012 Regular Meeting Minutes-
Note: Minutes of the preceding meeting shall be approved without being read, unless the reading thereof is called for by a Member of this Board - the minutes are available for review at the Office of the Town Clerk.
Councilman Durkee motioned, Councilman O’Connor seconded, and it was unanimously carried to approve the minutes of the March 12, 2012 Regular Town Board Meeting.

a. The financial report for the Town Clerk/Tax Collector for the month of March was submitted (see T. C. file).

b. HVA Clean Up Day is Saturday April 21, 2012. Registration is at 9:00 am at the Richmond Town Hall. A flyer is posted on the board by the front door.
c. Ontario County Office for the Aging Advisory Council is asking residents and organizations of Ontario County to nominate senior citizen community service volunteers for the 2012 Senior Volunteer Award. Further information is available at the website for Ontario County Office of the Aging.
2. Historian- Mrs. Margaret Bott.
a. No report.
3. Code Enforcement Officer- Mr. Robert Best.
a. The written report for the month of March was submitted (see T. C. file).
4. Planning Board- Mr. Theodore Mayhood.
a. The March draft minutes were submitted (see T.C. file).
b. Mr. Christopher Vastola reported for Mr. Mayhood that there is interest from Mr. Frank Hacknauer in being a Planning Board Member and will attend their next meeting. Mr. Vastola also indicated there are two applications before the board for their April meeting.
c. Both Mr. Vastola and Mr. Robert Henry inquired where the Comprehensive Plan update stands. After some discussion, Supervisor Singer indicated she would pull the information back out that showed what questions the Town Board had regarding changes to the Comprehensive Plan. Councilman Virgil will check his notes also.
5. Zoning Board of Appeals- Mrs. Linda Moorhouse.
a. No report.
6. Highway Superintendent- Mr. Bruce Longbine.
a. The written report for the month of March was submitted (see T. C. file).
7. Honeoye Lake Watershed Research Taskforce Liaison- Councilman Hershey.

b. Resolution Number 26 of 2012 – Revenue Receipts Bookkeeping Entry Correction
Councilman Durkee motioned, Councilman Virgil seconded, and it was unanimously carried to approve the resolution.

WHEREAS, The Budget Officer has reviewed the transactions entered into the bookkeeping program during the month of January; and
WHEREAS, $90,000 of Real Property Tax receipts were entered in the wrong account which included some monies that should have been deposited into different funds that require correction to properly credit the monies within the 2012 budget; and
WHEREAS, The transfer of monies from one fund to another requires the approval of the Town Board; now, therefore, be it
RESOLVED, That this Board directs the Budget Officer to make the following 2012 corrections to the 2012 bookkeeping records:
Transfer $28,890.89 from A1090, Interest & Penalties on Real Property Taxes to A1001, Real Property Taxes
Transfer $15,000.00 from A1090, Interest & Penalties on Real Property Taxes to DA1001, Real Property Taxes
Transfer $46,109.11 from A1090, Interest & Penalties on Real Property Taxes to
SF1-1001, Real Property Taxes.
E. UNFINISHED BUSINESS:
1. Water District- The attorney and engineer for the water district will attend the meeting on the 23rd with updates.
2. Website- Met with Mark Erdle and he feels both companies would serve us well. So specifics will be ready for approval at the May meeting.
F. NEW BUSINESS:
1. Resolution Number 27 of 2012 – Authorization To Execute The Seasonal Aquatic Weed Harvesting Program Contract With Ontario County
Councilman Durkee motioned, Councilman Virgil seconded, and it was unanimously carried to approve the resolution.

WHEREAS, Ontario County has operated an effective Seasonal Aquatic Weed Harvesting Program for the past 24 years in cooperation with the Towns of Canadice and Richmond; and
WHEREAS, Ontario County has agreed to continue to allocate $25,000 of certain state grant funds for the purpose of continued seasonal aquatic week harvesting; and
WHEREAS, Ontario County has offered to continue management and operation of said program if the Towns of Canadice and Richmond will provide all funding for this program required in excess of available grant funds; and
WHEREAS, Ontario County has agreed to review this program if at such time the grant funds or funds from both towns are no longer available; now, therefore, be it
RESOLVED, That the Town of Canadice agrees to reimburse Ontario County 25% of the costs incurred in the operation and management of the Honeoye Lake Seasonal Aquatic Weeds Harvesting Program in excess of any grant funds received by the County for that purpose; and, be it further
RESOLVED, That the Town of Canadice shall further define the terms and conditions of the program relationship by entering into a contract for services with Ontario County; and, be it further
RESOLVED, That this Board authorizes the Town Supervisor to execute any documents or contracts necessary to effect this resolution; and, be it further
RESOLVED, That certified copies of this resolution be sent by the Clerk of this Board to the Clerk of the Ontario County Board of Supervisors, to the Ontario County Finance Director, and the Ontario County Director of Planning.
2. Resolution Number 28 of 2012 – Authorization To Execute A Roadside Mowing Contract With Ontario County
Councilman O’Connor motioned, Councilman Durkee seconded, and it was unanimously carried to approve the resolution.

WHEREAS, Ontario County desires to continue having the Town of Canadice mow the roadsides along designated County roads within the Town; and
WHEREAS, Canadice Highway Superintendent Bruce Longbine and this Board agree with the renewal of the terms set forth in the contract presented for the 2012 season; now, therefore, be it
RESOLVED, That this Board gives authorization to the Supervisor to execute the contract renewal containing the same terms as the 2008 contract; and, be it further
RESOLVED, That the Clerk of this Board send the signed copy of the renewal agreement along with a certified copy of this resolution to William Wright, Commissioner of Public Works; and, be it further
RESOLVED, That the Clerk of this Board send a copy of the executed agreement and a copy of this resolution to Bruce Longbine, Canadice Highway Superintendent and retain a copy of said agreement for Town records.
3. Resolution Number 29 of 2012 –Setting Date, Place And Time For A Special Meeting
Councilman Durkee motioned, Councilman O’Connor seconded, and it was unanimously carried to approve the resolution.

WHEREAS, This Board has determined that certain business needs to be transacted prior to the next regularly scheduled meeting; and
WHEREAS, The Supervisor has recommended a Special Town Board meeting be held to conduct said business; and
WHEREAS, It is the desire of this Board to conduct said business in a timely fashion; now, therefore, be it
RESOLVED, That this Board will conduct a special meeting on Monday April 23, 2012 in the conference room at the Canadice Town Hall, 5949 County Road 37, Town of Canadice, County of Ontario, State of New York at 7:30 pm; and, be it further
RESOLVED, That the Clerk of this Board publish a public notice of said meeting in the official newspaper of the Town, at least five (5) days prior thereto.
