April 2012: Special Meeting
A. CONVOCATION:
1. The Canadice Town Board Special Meeting was held on April 23, 2012 at 7:30 pm at the Canadice Town Hall.
2. Roll call showed the following-
Present: Supervisor Kristine Singer
Councilman Michael Virgil
Councilman Leland Durkee
Councilman John O’Connor
Councilman William Hershey
Others Present: Three (3) guests/residents attended the Special Town Board Meeting.
3. Salute to the Flag.
B. UNFINISHED BUSINESS:
1. Resolution Number of 2012 (PULLED) - Authorizing The Sale Of Surplus Equipment At Auction.
No bids were received for the truck. Councilman O’Connor suggested contacting Auction Direct in Victor before we send the truck to the equipment auction in Palmyra. It was agreed to have Councilman O’Connor contact Auction Direct. If they aren’t interested, the resolution to send the truck to the Palmyra auction could be approved at the May meeting.
2. Water District Update -
*Mr. Andrew Emborsky gave an overview of what transpired at the Richmond Town Board meeting. The Town of Richmond’s intent is to research switching their water supply and operations to Monroe County Water Authority. Richmond would then eliminate their water department. As a result of Richmond’s research into their water supply situation, three possible outcomes to approach our project are as follows:
1. MCWA water & they accept the use of PVC pipe in the project. The cost of water would be less.
2. MCWA water & the use of the more expensive Ductile Iron pipe in the project. The cost of water would be less.
3. Richmond keeps their system and we continue with the original plan.
*The issues that need to be addressed:
1. A resolution and letter for Enabling Legislation must be submitted in order to purchase water from MCWA. If the legislation is passed, it would never have to be used in Canadice unless it was needed. The Village of Bloomfield, Town of Richmond and Town of Canadice are the municipalities in question that might need the legislation.
2. Provide the Comptrollers office with the additional information requested which includes;
-additional letter indicating the need for public water.
-additional statement from the Financial Advisor indicating why 6.5% is a reasonable rate.
-number of full-time vs part-time residents in the park.
-letter with an estimate of what the cost of the water would be.
*Mr. Emborsky will talk to Richmond’s attorney regarding the enabling legislation and will contact the Comptrollers office. Supervisor Singer will supply some information from a previous water supply survey to Mr. Emborsky.
*Mr. Michael Schaffron will contact the Monroe County Water Authority to go over our existing plans with them. MCWA feels Ductile Iron pipe is a superior material to use. They can use a lower quality backfill around the Ductile Iron pipe and would not have the issues with water hammer that could happen with PVC pipe. Mr. Schaffron is not sure they will make an exception for us and use PVC. Ductile Iron pipe can be wrapped to allow for the issues with our soils. The cost may not be as much of a change with the lower water cost from MCWA even with the increased cost of pipe. Mr. Schaffron will provide numbers to compare the difference in cost between Richmond’s existing water system and switching to MCWA’s as it relates to our project.
*Mr. Schaffron also indicated the flyover took place for the base survey.
C. EXECUTIVE SESSION:
Councilman O’Connor motioned, Councilman Durkee seconded, and it was unanimously carried to adjourn into executive session to discuss the employment history of an individual and related pending litigation at 8:40 pm.

Councilman O’Connor motioned, Councilman Durkee seconded, and it was unanimously carried to adjourn the executive session and resume the regular meeting at 9:00 pm.
