Five-Year Capital Road Improvement Plan for the Highway Department
Every year the Town Board passes a resolution that outlines the five-year plan for highway capital improvements. The rolling plan is reviewed, updated and re-adopted annually. The current plan was revised and updated by Town Board approval January 12, 2026 with Resolution Number 7 of 2026

*Old Bald Hill Road South: 1.75 miles starting at address 6647 heading North to State Route 15A. Cold-In-Place Recycle, fog seal and surface treat with a single shot of oil and stone. Provided that core samples return with an adequate asphalt thickness for that process. Plan B would be a 2.5 inch compacted hot asphalt binder overlay with tack coat. Reconstruct the shoulders with crushed stone/gravel.

*Old Bald Hill Road South: 1.75 miles starting at the south entrance off State Route 15A and heading north to address 6647. Cold-In-Place Recycle, fog seal and surface treat with a single shot of oil and stone. Chip Seal the entire length of the road with a second application. Reconstruct the shoulders with crushed stone/gravel.
*Canadice Hill Road: 1.51 miles from Harriet Hollister entrance to Tibbals Road. Reprofile grind stabilizing base with calcium chloride, 3.5” cold mix pave open grade binder. Surface treat with two shots of oil and stone. Reconstruct shoulders with crushed stone/gravel. (note that this is dependent on Multi-Modal funding approval)

*Canadice Lake Road: 2.18 miles from Burch Hill Road north to the Richmond town line. Hot asphalt binder overlay with tack coat. Reconstruct the shoulders with crushed stone/gravel.

*Luckenbach Hill Road: 1.55 miles from County Road 37 to Ross Road; reconstruct southern ditch line near Ross Road, 2.5-inch structural warm mix pave overlay. Reconstruct the shoulders with crushed stone/gravel.

*Luckenbach Hill Road: 1.55 miles from County Road 37 to Ross Road; surface treat with a single shot of oil and stone over previous years asphalt.
*Canadice Hill Road: 1.5 miles from and including the Ross Road intersection north. Hot mix asphalt binder overlay with tack coat. Reconstruct shoulders with crushed stone/gravel.
